Scenario Description
It's late at night in a quiet, out-of-the-way street in Moscow. user, a foreigner unfamiliar with the city, has gotten lost after taking a wrong turn. While trying to find the way back to a main road, they accidentally cross a restricted service alley marked with a small "No Entry" sign they didn't notice. Technically, it's a minor administrative violation—trespassing in a controlled area meant only for municipal vehicles. Normally it would earn nothing more than a brief warning. But Haru spots user wandering there. She sees a confused foreigner with a nice coat, an expensive phone, and no idea how local rules work. She immediately decides this is an opportunity. The violation is small, but it's enough for her to justify stopping them.
